Accelerating Clean Energy Adoption among MSME Industries in Odisha

The state of Odisha is aiming to install 10 GW of renewable energy (RE) capacity by 2030. As of March 2024, the state has a total installed RE capacity of only 670MW out of total power generation capacity 12.36 GW, according to the Central Electricity Authority. The state also has an additional installed capacity of 11.6 GW by industries through Captive Power Generation.

Industries are consuming 62.9 TWh of energy per annum, of which only 10.2 TWh are being sourced from the grid. The remaining energy is being generated through captive power generation, with 99% of these captive generators being fossil fuel-based. As you are aware, sustainability is becoming a key focus in global markets, and the demand for sustainable products through green manufacturing is rapidly increasing. In addition, multiple incentives are being provided by the state government to promote green manufacturing, making it even more attractive through reduced payback periods for your investments.

OREP 2022 and IPR 2022 are providing multiple incentives to the industrial consumers, those who want to install RE systems in their premises. Yet the renewable energy deployment in the industry sector is still at nascent stage. Therefore, it is imperative that there are other potential challenges being faced by the industry sector that need to be addressed on a priority basis. In this regard, it is proposed to conduct round table meetings with MSMEs and Large industries to understand their challenges and address various issues at policy, technology and financing point of views.

We have successfully concluded the first round of consultation meeting in the month of June 2024, which included participants from various MSME industries, GRIDCO, the Industries Department, and other stakeholders. During these discussions, we identified key opportunities and challenges. The second-round table discussion is planned to delve deeper, fostering a comprehensive understanding from both industry and government perspectives.

Objective

The objective of this consultation meeting is to discuss about various opportunities, policies and incentives being provided by the government of Odisha and map the key challenges being faced by industries with respect to the adoption renewable energy, opportunity analysis and create a strong roadmap for the industry sector for fast renewable energy adoption.

Key Discussion Points:
  1. Overview of policy landscape in Odisha for renewable energy generation for MSMEs with special focus on OREP 2022 and IPR 2022
  2. Understand the dependency of industries on various electricity sources, such as the grid, captive power plants and DGs
  3. Challenges and opportunities involved in installing renewable energy based captive generation, power evacuation and power quality
