This report assesses the financial implications of large-scale solar PV adoption among Commercial & Industrial (C&I) consumers in Assam through demand aggregation, based on data from approximately 16,700 IRCA consumers, which currently account for 3,525.78 MU of annual electricity consumption and ₹3,345 crore in electricity sales. With solar penetration across major C&I categories currently below 6%, the analysis finds that the DISCOM can accommodate solar adoption up to approximately 55–60% of connected load before experiencing structural financial losses, while higher penetration levels could also create significant opportunities for energy storage through surplus solar generation. The report therefore recommends a structured feed-in tariff, reform of open-access charges, review of fixed power procurement obligations, facilitation of C&I demand aggregation, improved grid-integration protocols, and the long-term repositioning of the DISCOM as a distributed energy resource aggregator and grid-services provider, enabling Assam to scale C&I solar while maintaining electricity-sector financial sustainability.
