Overview

Our Clean Energy Programme aims to build regional balance in India’s renewable energy (RE) deployment and promote land-neutral technologies as the country advances towards its near-term target of 500 GW by 2030 and its long-term net-zero goal by 2070.

The programme focuses on states that have historically lagged in RE deployment—Odisha, Assam, Jharkhand, Chhattisgarh, West Bengal, and Uttar Pradesh. It provides technical and advisory support to state energy departments and agencies through policy and regulatory studies, sectoral assessments, technology-specific guidance, and implementation strategies. The programme also fosters inter-departmental coordination, capacity building, and investor engagement through strategic dialogues.

At the national level, it works to strengthen policies that promote regional balance and scale up RE adoption in low-RE states. A key priority is advancing land-neutral technologies such as floating solar, agri-PV, and rooftop solar, while also exploring opportunities to repurpose mining and industrial wastelands. The programme is additionally advancing storage solutions and hydrogen to accelerate the energy transition.

On the demand side, the programme prioritizes RE uptake in commercial, industrial, and institutional sectors—particularly among MSMEs—through cluster-level assessments, demand aggregation models, techno-economic studies, and industry partnerships.
