
Just Transition
Overview
We work to ensure a Just Transition for fossil fuel sectors, dependent regions, and communities. We adopt a strategic and phased approach to safeguard energy security while planning and implementing measures to diversify the economy, repurpose land and assets, and strengthen the skilling and green jobs ecosystem, integrating these initiatives with local and regional development needs. We work with fossil fuel–dependent sectors such as thermal power, automobiles, and MSMEs to develop just transition pathways. Our focus includes repurposing retired thermal power plants, supporting MSMEs in transitioning to the electric vehicle ecosystem, and developing industrial cluster–level transition plans. We also collaborate with companies to design their green energy transition strategies.
In Jharkhand, Odisha, Chhattisgarh, and Maharashtra, we are working with governments to develop state and regional just transition policies, plans, and investment frameworks. With the Ministry of Coal and Mines, we are engaged in repurposing closed mines and preparing just transition plans for mining regions. With state governments and skill councils, we are working to strengthen the skilling ecosystem for green jobs, including assessing job impacts, skill requirements, and financing needs. With banks and financial institutions, we are developing taxonomies and tools to mobilize finance for a just transition.
We are also promoting regional collaboration and the development of an international framework for just energy transition. At the UNFCCC, we are supporting the establishment of a just transition workstream and engaging with countries of the Global South to build knowledge and capacity.
